The Principle of Safety

Traffic and parking regulations are established and enforced to the rights and privileges of visitors, students, faculty, staff, and others who operate motor vehicles on any Nashville State campus. Nashville State believes that operating a vehicle on campus is a privilege and not a right.               

The following regulations and procedures are essential to facilitate the safe and expeditious traffic flow of vehicles and pedestrians.

Vehicle Registration and Parking Decals

All privately owned and/or operated vehicles for use on campus by students and faculty/staff must be registered with the college and must bear an official registration decal.

All vehicle types, including motorcycles, motorbikes, and certain scooters must be registered. Large trucks and tractor trailers are prohibited except for deliveries.

A permit is not required for disabled students, faculty, and staff who display a current disabled registration plate/placard.

Web students must have a permit should they need to park on campus prior to 3:00 pm.

Cost:  The cost for students is included in their tuition and fees.  The cost for faculty and staff is $15.

Payment:  The permit fees must be paid prior to obtaining a decal and may be paid at the Bursar’s office or online.

Employees can access their Banner Self Service page under the Employee tab to purchase a parking decal and then print proof of payment.

How To Obtain:  After any applicable payment requirement is met, decals may be obtained at the Security Station in the lobby of the Student Services Center on the White Bridge Road campus or at the Welcome Center/Security Station of your respective satellite campus. 

Go to the appropriate Security Station or Welcome center with proof of payment (if applicable), request and fill out a Vehicle Registration Form (you will need to know your vehicle’s license plate number and have your driver’s license with you).  Submit the completed registration form to obtain the current issue parking pass. 

Expiration:  Parking decals expire on September 1st each year, regardless of when they are issued.

  • No student will be permitted to register another student’s vehicle without the approval of the issuing security officer or police/security supervisor on duty.
  • The entire vehicle registration decal must be adhered as designed and may not be taped or attached in a way that allows for easy removal. The decal should be adhered to the exterior lower corner of the rear window on the driver’s side of the vehicle or the rear bumper on the driver’s side of the vehicle. Decals will be displayed on motorcycles, motor bikes, and scooters in the same manner in a position that can be clearly read by police/security personnel.
  • Circumstances may necessitate that an individual drive a vehicle that is not registered (i.e., short term rental car). In such an instance, notification should be given immediately to the Police/Security Department to avoid a citation.  One may request a Temporary Parking Permit. Temporary permits are good for two weeks only.
  • Replacement decals may be purchased for vehicles that are traded, wrecked or sold for a $15 fee. Decals that are lost or stolen may be purchased for a $15 fee. Additional vehicles must be individually registered and each incurs a $15 fee. 
  • Students who are employed part-time at Nashville State are to obtain student decals, not faculty/staff decals.
  • Special parking areas are provided for disabled students. Disabled parking is governed by the laws of the State of Tennessee. Handicapped parking is enforced 24 hours a day, every day. You must have a current state issued license plate/placard registered in your name.
  • Possession of a current decal to which an individual is not entitled is a violation.
  • The owner of a vehicle will be responsible for informing others who may use the vehicle concerning campus parking regulations, and will be responsible for any citations issued.

General Regulations 

  1. The speed limit for all vehicles is 15 miles per hour.
  2. Pedestrians always have the right of way.
  3. Vehicles must come to a complete stop at all stop signs.
  4. Loading and commercial zones are reserved for service vehicles.
  5. Unnecessary noise from horns, mufflers and stereos is prohibited.
  6. Parking is permitted only in those areas designated for parking.
  7. Possession of a current decal to which an individual is not entitled is a violation.
  8. Vehicles may not be backed into or pulled through parking spaces.
  9. The owner of a vehicle will be responsible for informing others who may use the vehicle concerning campus parking regulations and will be responsible for any citations issued.
  10. Bicycles must use bike racks for parking. Bicycles are prohibited from being ridden on campus sidewalks or grass areas.
  11. Rollerblading and skateboarding are prohibited on campus.
  12. Retired employees of Nashville State or persons who have been issued a retired or honorary decal may park anywhere on campus except in designated parking areas and disabled areas.
  13. Vehicles are not to be left overnight without approval from Security.  
  • No parking decal or expired decal
  • Improper display of parking decal
  • Parked in unmarked area (grass, sidewalks, side of road, etc.)
  • Parked too far from curb
  • Parked in restricted area
  • Parked over lines (double parking)
  • Parked on wrong side of street (against flow of traffic)
  • Obstructing driveway, sidewalk, lane of traffic, ally, etc.
  • Parked within 10 feet of fire hydrant or in a fire lane
  • Unauthorized parking in disabled zones (including expired disabled plate/placard or using another person’s placard, altered or obscured placard)
  • The speed limit for all vehicles is 15 miles per hour.

  • Bicycles and Scooters must use bike racks for parking. Bicycles and Scooters are prohibited from being ridden on campus sidewalks or grass areas.

  • Speeding (anything over 15 mph)
  • Reckless driving
  • Failure to yield to pedestrians
  • Cutting diagonally across parking spaces
  • Failure to come to a complete stop at stop signs
  • Any other traffic law violation that is deemed appropriate such as:
    • Excessive noise (radio/muffler)
    • Littering

Visitors are always welcome on the Nashville State campus. Visitors are asked to obtain a temporary parking permit from the Security Office (E-14) or at the Security Station in the lobby of the Student Services Center if parking is desired for more than one day.

Should a visitor receive a citation for a parking violation other than a disabled parking violation, he/she should take it to the Security Station in the lobby of the Student Services Center immediately and it will be voided.

  • Warning citations will be issued to students ten (10) school days from the beginning of classes. During this period, only one (1) warning citation will be issued per vehicle in violation. After one (1) warning citation has been issued to a vehicle, regular citations will be issued to that vehicle for any additional violations.
  • The fines for traffic and parking violations are $25 for each violation, except for a disabled parking violation which is a $50 fine. The fine for littering is $50.
  • Students may pay fines online or at the Bursar’s Office. Employees and other violators must pay fines at the Bursar’s Office.
  • The Bursar’s Office is open Monday–Thursday 8:15am to 4:30pm and Friday 8:15am to 4:00pm. The Bursar’s Office closes at 12:00pm the last business day of the month. You may pay online via myNSCC.edu or go directly to: https://epay01.nscc.edu/C20145_tsa/web/login.jsp
  • Payment of any outstanding fines shall be a prerequisite to completing registration for any semester. If an employee’s fine is not paid by the close of the semester, the employee will receive an official reprimand from the appropriate administrator.
  • Any vehicle parked in a no parking zone, fire lane, disabled or other reserved space, obstructing a sidewalk, alley, or roadway, etc. may be towed away, without notice, at the owner’s expense.
  • A vehicle may also be towed for unauthorized overnight parking and other abandoned vehicles.
  • Individuals who receive five (5) or more traffic and parking citations may be towed and barred from parking on any Nashville State campus.
  • Appeals must be submitted within five (5) business days after the ticket is issued.
  • Appeal forms should be available at the Security Station in the Student Services Center lobby or at the Security Station at any satellite campus. The form may be obtained online via this link:  Traffic Violation Citation Appeal Form
  • Appeal forms should be completed legibly and be submitted with a copy of the citation.
  • Citation Appeals should be returned to the location where the form was obtained or delivered to the White Bridge Road Police/Security Headquarters in room E-14.
  • A ruling will be made to DISMISS or SUSTAIN the citation and the result will be mailed back to the student or faculty/staff member within 5–7 business days.
  • Can I use tape to attach my decal from the inside of my window? 
    No. The entire vehicle registration decal must be adhered as designed and may not be taped or attached in a way that allows for easy removal. The decal should be adhered to the exterior lower corner of the rear window on the driver’s side of the vehicle or on the rear bumper on the driver’s side of the vehicle. Decals will be displayed on motorcycles, motor bikes, and scooters in the same manner in a position that can be clearly read by security personnel. 
  • Where do I pay my ticket? 
    Students must pay fines online or at the Bursar’s Office during scheduled office hours. Employees and other violators must pay fines at the Bursar’s Office. The Bursar’s Office is open Monday–Thursday from 8:15am to 4:30pm and Friday 8:15am to 4:00pm. The Bursar’s Office closes at 12:00 noon the last business day of the month.   • I got a ticket and I disagree, what can I do about it? 
    Appeals must be made within 72 hours after the ticket is issued. Appeal forms are available at the Security Office (E-14) and at the Security Station in the Student Services Center lobby. Appeal forms should be completed legibly with a copy of the citation attached. Citation Appeals should be returned to the Security Office, or to the Security Station in the Student Services Center lobby. A ruling will be made to DISMISS or SUSTAIN the citation and the result will be mailed back to the student or faculty/staff member within 5–7 business days. 
  • I bought a new car. Do I have to buy a new decal? 
    Yes 
  • Do I need additional decals if I drive multiple vehicles? 
    Yes, you will have to purchase a decal for each vehicle you park on campus on a regular basis. You can't register multiple vehicles under one decal. 
  • How much do additional decals cost? 
    Each decal costs $15. 
  • I have to drive a different car for a few days, what do I do? 
    Stop by the Police/Security Office or the Security Station and ask for a free temporary permit. Temporary permits are good for two (2) weeks only.
